Kotabaru is the largest regency in South Kalimantan, spanning roughly 9,400 square kilometres from Pulau Laut (Laut Island) to the eastern coast of mainland Kalimantan. Its seat, the town of Kotabaru, sits in Pulau Laut Utara district, a port town that serves as the regency's centre of government, trade, and settlement.
Because it is a hub for coal mining, fishing, and shipping, Kotabaru draws a fair number of incoming workers, from mining company staff to ship crews and port employees. Housing demand therefore comes from two directions: families who have long lived in Pulau Laut Utara and Pulau Laut Sigam, and newcomers who need a home or boarding house near their workplace.
For buyers on a tighter budget, subsidised housing programmes, such as those in the Perumnas areas, are fairly popular, with type-36 homes on roughly 150 square metres of land. For those after a standard house, areas around central Kotabaru town and the road toward Kelumpang are relatively easy to reach and have steadily improving infrastructure.
Unlike Banjarmasin, which contends with swamp and peat, Kotabaru's main challenge is the hilly terrain across parts of Pulau Laut and the long distances between districts, Pamukan and Sebuku, for instance, take a fair while to reach from Kotabaru town.
